Fix Tool Belt's lang via Bansoukou

This was actually a PR (merged) to the Tool Belt repo, but the author of Tool Belt has said that no more updates will b e posted for 1.12.2, unless there is a gamebreaking crash/bug.
Furthermore, improves the README links to the original repos, now pointing them to the branch we are using (eg. 1.12.2)

- [Draconic Evolution](https://github.com/IntegerLimit/Draconic-Evolution). This adds the destruct core button, and allows GT blocks in place of DE blocks, in the Energy Core and Reactor.
- [Tool Belt](https://github.com/gigaherz/ToolBelt/tree/1.12.x). This simply adds changes to the lang, in [this PR](https://github.com/gigaherz/ToolBelt/pull/132), to the mod, because of a lack of a update.
- [Gregtech](https://github.com/IntegerLimit/GregTech/tree/remove-small-storage-cover). This fixes the incompatibility between latest GregTech and latest ULV covers. This patch is to be removed when this incompatibility is fixed in a future GT update.
